Wiper Democratic Movement candidate for Habaswein Ward, Abdikadir Ali Osman, is seeking to turn more than a decade of professional experience in finance, project management and administration into a development-focused political platform as he campaigns for the Member of County Assembly (MCA) seat in the 2027 elections.
Osman says his experience working in demanding organisational and development environments has equipped him with skills in financial management, planning, resource management, project implementation, monitoring and evaluation, logistics and stakeholder engagement.
He has served in senior roles including Senior Project Asset and Logistic Officer at International Medical Corps and worked in Project Finance and Accounts at the Kenya Red Cross, among other finance and project management positions.
According to Osman, the experience has given him practical understanding of how planning, budgeting, accountability and proper resource management can determine whether development programmes achieve their intended impact.
He is now seeking to apply that experience to public service in Habaswein Ward under the Wiper ticket.
“I believe Habaswein needs leadership that is accountable, development-focused, inclusive and committed to ensuring that public resources directly benefit the people,” Osman says.
Osman said he will place accountability and prudent use of public resources at the centre of his campaign.
If elected, he says he will prioritise proper planning and oversight of ward development resources while pushing for projects that respond to the priorities of residents and deliver measurable benefits.
He also wants residents to play a greater role in determining development priorities, arguing that communities should be consulted before projects are identified and implemented.
Access to reliable water is one of the major issues highlighted in Osman’s development agenda.
He says his administration would advocate for stronger support for existing water projects, proper maintenance of facilities and the development of additional water sources where required.
For a ward where water access remains closely linked to household welfare and livelihoods, Osman argues that investment in sustainable water infrastructure should be treated as a priority.
Osman has also identified education and youth empowerment as key areas requiring greater attention.
He says he would push for stronger support for bursaries and scholarships, vocational training and practical skills programmes aimed at helping young people secure employment or establish income-generating activities.
His agenda also includes supporting women and youth enterprises as part of a broader strategy to strengthen household incomes.
The candidate says Habaswein residents require better-equipped health facilities and improved access to essential services.
He also plans to advocate for improvement and maintenance of roads, drainage systems, public facilities and other infrastructure supporting movement, trade and access to essential services.
Osman says effective representation would require close engagement with relevant county authorities to ensure that the ward’s infrastructure needs to receive attention.
The Wiper candidate is also promising to support pastoralism, small businesses, cooperatives and other sustainable economic activities.
He says strengthening local livelihoods should form an important part of the ward’s development strategy, particularly through initiatives that create opportunities for young people and women while supporting existing sources of household income.
Osman is presenting his professional background as a key distinction in his campaign.
He argues that his experience managing finances, assets, projects, teams and stakeholders has given him an understanding of the importance of planning, accountability and measurable results.
He also says his leadership approach would emphasise consultation and community participation, with residents involved in identifying and prioritising development needs.
“My candidature is built on service, accountability, integrity and measurable development,” Osman says.
His campaign message under the Wiper banner is centred on service, accountability, inclusive leadership and development, with the candidate telling voters that Habaswein deserves leadership that “listens, plans, accounts and delivers.”
