Mohammed Issack Shalle, a young and emerging political figure in Garissa County, is positioning himself as a reform-minded leader ahead of the 2027 Senate race, pledging to challenge long-standing political norms and champion a new style of leadership focused on accountability, transparency, and development.
Shalle, who previously contested the Garissa Senate seat in the 2022 General Election, has declared his intention to make another bid in 2027.
He says his campaign will be driven by the desire to restore public confidence in leadership and promote issue-based politics over clan and personality-driven competition.
The aspiring senator has consistently advocated for good governance, accountability, and transparency in the management of county resources.
He has also called for stronger oversight of public expenditure and institutions to ensure that development initiatives deliver tangible benefits to residents.
Mr. Shalle has been a vocal proponent of civic education and effective public communication, arguing that empowering the people of Garissa with knowledge about governance and public affairs enables them to make informed electoral choices and actively participate in holding leaders accountable.
He believes that greater public understanding of government operations is essential for strengthening democratic participation and improving service delivery.
“Supporters describe him as a fresh voice seeking to reshape the county’s political landscape by encouraging integrity, innovation, and civic engagement,” said Mr. Suleiman Haji, a political observer in Garissa.
Haji added that Shalle’s message centres on breaking away from traditional political practices and fostering a culture of responsible leadership that prioritizes the interests and aspirations of the people of Garissa.
Shalle is expected to engage communities across Garissa in presenting his vision for the county and outlining his legislative priorities should he secure the Senate seat.
The candidate first gained countywide prominence during the 2022 General Election, where he emerged as the first runner-up in the Garissa Senate contest after competing against seven other candidates. The performance established him as one of the county’s leading young political figures and reinforced his reputation as a formidable contender ahead of the 2027 race.
Running under the slogan “People’s Choice, People’s Power,” Shalle has built his campaign around the principles of inclusive governance, public accountability, and citizen empowerment, arguing that lasting change can only be achieved when leadership reflects the will and aspirations of the people it serves.
