The Independent Electoral and Boundaries Commission (IEBC) on Monday held a public participation forum in Garissa County to collect views on the Draft Election Campaign Financing Regulations, 2026 and the proposed campaign contribution and spending limits ahead of the 2027 General Election.
The forum brought together members of the public, political stakeholders and other interested groups to contribute to the development of a transparent, practical and inclusive campaign financing framework.
Garissa was among four regional clusters selected for the exercise, alongside Mombasa, Kisumu and Eldoret, with similar consultations taking place simultaneously across the country.
During the session, IEBC officials presented the proposed regulations and outlined the suggested contribution and expenditure limits for candidates and political parties. Participants were invited to submit their views, recommendations and concerns on the proposals.
The Commission said the public participation process is aimed at ensuring the regulations reflect the views of Kenyans while promoting fairness, accountability and transparency in the financing of election campaigns.
According to the IEBC, feedback collected during the forums will be used to refine the draft regulations before they are finalized and gazetted for implementation ahead of the 2027 General Election.
The Commission also announced that public participation forums in the remaining county clusters will be held on Tuesday to allow more Kenyans to have their say on the proposed campaign financing framework.
The campaign financing regulations are expected to guide how election campaigns are funded and how candidates and political parties spend campaign resources, with the goal of enhancing accountability and promoting a level playing field during the 2027 electoral process.
