Every Qualified Student Will Access Higher Education, says President Ruto

President William Ruto has reaffirmed the Government’s commitment to ensuring that every qualified Kenyan student is able to access higher education regardless of their financial background.

Dr. Ruto chaired a meeting bringing together the Ministry of Education and key institutions in the higher education sector at State House, Nairobi, the President said the Government is strengthening the New Higher Education Funding Model to guarantee universal access to universities and Technical and Vocational Education and Training (TVET) institutions.

Ruto said the reforms are anchored on the principles of equity, affordability and sustainability, with the aim of ensuring that no deserving student is locked out of higher education due to financial constraints.

“We are strengthening the funding model to guarantee universal access to higher education through a self-sustaining financing framework,” the President said.

Under the enhanced model, students will receive financial support to pursue their studies and contribute towards the cost of higher education only after joining the workforce and earning an income.

President Ruto said the approach will make the funding system more sustainable while expanding access to higher education.

Mr. William Ruto highlighted that the financing framework is expected to create additional fiscal space for increased investment in primary and secondary education. It also safeguards the long-term financial stability of public universities and TVET institutions.

The meeting reviewed the implementation of the New Higher Education Funding Model and agreed on the next phase of reforms aimed at improving efficiency, expanding access and ensuring the system responds to the needs of students and institutions.

Ruto said investing in human capital remains central to the Government’s development agenda, adding that education is key to building a productive, competitive and prosperous economy.

He reiterated that the Government will continue strengthening the education sector to ensure every Kenyan has an equal opportunity to acquire knowledge, develop skills and realise their full potential.
