Activists Call for Tougher Laws to End FGM in Garissa

Activists in Garissa County have urged the county government to introduce tougher by-laws to combat Female Genital Mutilation (FGM) and other forms of gender-based violence, saying the harmful practice remains widespread despite existing national legislation.

The call was made during a demonstration in Garissa town, where campaigners wearing “END FGM” vests appealed for stronger legal protections for girls and women.

“Gender-based violations have become rampant in Garissa County,” activist Hamas Abdi said, urging county leaders to enact stricter laws and strengthen enforcement.

She called for greater community involvement and tougher action against perpetrators, arguing that FGM continues to be practised in secret despite the Prohibition of Female Genital Mutilation Act, 2011.

Garissa is among the counties with the highest prevalence of FGM in Kenya, with recent reports estimating rates of between 82 and 94 per cent in some communities.

The activist said the practice continues to expose girls to severe health complications, psychological trauma and school dropouts, while violating their rights.

She called for county-specific legislation, tougher penalties for offenders, and alternative livelihood programmes for traditional circumcisers to help eliminate the practice.

The appeal comes as Kenya steps up efforts to eradicate FGM by 2030 in line with national commitments and the Sustainable Development Goals. 

According to rights groups, ending the practice will require stronger laws, sustained public education, community engagement and effective law enforcement.
